GTRI UARC Research and Engineering Support to the USAF Life Cycle Management Center (AFLCMC), Program Executive Office (PEO) Digital

On February 22, 2021, the Air Force Life Cycle Management Center (AFLCMC) signed an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract vehicle to support research and engineering conducted by Georgia Tech Research Institute (GTRI), a University Affiliated Research Center (UARC).  This contract supports the Hanscom AFB Program Executive Office, Digital, (HB) Command, Control, Communications, Intelligence and Networks, (C3I&N) Nuclear Command, Control and Communications (NC3) and their Geographical Separated Units.  This IDIQ may be utilized by other Governmental organizations with permission provided by the Contracting Officer. As a Research, Development, Technology and Engineering (RDT&E) contract, efforts include technical and analytical support for USAF related to the core competencies of: research, development, engineering, state-of-the-art and proof-of-concept sensor systems, basic and advanced technology, essential research development and engineering capabilities for Department of Defense (DoD) development for ground and airborne-based defense platforms and participation in future DoD technology initiatives.

GTRI has been meeting mission-critical military needs since the 1950s and has served the nation by developing effective, real-world solutions that support national defense and homeland security through research and technical expertise in full-spectrum sensing, information technology, test and evaluation (T&E), and systems engineering (SE). As an objective partner, GTRI seamlessly integrates with Government teams through highly specialized laboratories and interdisciplinary research centers that allow for the proper application of talent, experience, and creativity to every program. Highlighted below are GTRI’s areas of technical expertise, which are foundation of the University Affiliated Research Center (UARC) Core Competencies

The USAF AFLCMC, serving as the Acquisition Center of Excellence for Air Force Materiel Command, has the responsibility to obtain material solutions to meet USAF warfighters needs that support a full spectrum of mission requirements. To discharge this very broad responsibility in a timely and technically robust fashion, AFLCMC requires technical and subject matter expertise inherent within the core competencies of a UARC, in this case GTRI. UARC engineering and scientific expertise is required to identify and mature appropriate technologies and develop operational prototypes for the rapid transition of maturing technologies to meet warfighters needs. These efforts include the creation of technology and the development of architectural concepts, modeling & simulation, prototyping as well as testing and validation. GTRI shall provide AFLCMC needed expertise in its core competency domains consistent with the strategic relationship of UARCs:

  • Responsiveness to evolving sponsor’s requirements
  • Comprehensive knowledge of sponsor’s requirements and problems
  • Broad access to information
  • Broad corporate knowledge
  • Independence and objectivity
  • Quick response and capability
  • Freedom from real and/or perceived conflicts of interest
